Tony Mayell
Executive Director Southern Region
Tony is highly experienced in the public and private sectors, particularly in the areas of travel, tourism operations and distribution. He is a former Manager Director and Chief Executive Officer of the Northern Territory Tourist Commission and has held the positions of General Manager Ayers Rock Resort and General Manager Europe for the Australian Tourist commission. Tony also has experience in transport logistics and policy development and implementation.
Alastair Shields
Executive Director Policy
Prior to joining the Policy Coordination and Implementation Division of the Department of the Chief Minister in July 2007, Alastair had more than 25 years of public sector experience in the Northern Territory. His previous positions have included Executive Director, Legal Services and Director, Commercial within the Solicitor for the Northern Territory, Department of Justice. In these roles Alastair was involved in commercial negotiations for major projects such as the AustralAsia Railway and the Darwin City Waterfront Projects. His involvement in these projects was recognised when the Australian Corporate Lawyers Association awarded him the Australian Government Lawyer of the Year Award in 2007.
Brian O’Gallagher
Executive Director, Major Projects, Asian Relations and Trade
Brian has over 25 years of experience in transport and industry development on behalf of various governments in Australia. His career has encompassed operational experience as an air traffic controller, managing economic research and analysis projects for the Australian Government, and facilitating major industrial investment into the Northern Territory. Brian was part of a core Northern Territory Government team that helped bring the long-held AustralAsia Railway dream to reality. Brian has a Bachelor of Science from Monash University and is a Fellow of the Chartered Institute of Transport and Logistics.
Dave Malone
Executive Director, Territory Growth Planning
Formerly Executive Director Regional Development in the Department of Business, Economic and Regional Development, Dave comes to the department with a wealth of experience in the public and private sectors. He is a former Executive Director of the Office of Territory Development in the Chief Minister’s Department, before which he was General Manager of the Territory Construction Association. In recent times, he has been involved either with the proponents or representing government on many of the Territory’s major projects, including the Alice to Darwin Railway, the Darwin LNG project, the Alcan G3 Project, the Trans-Territory Pipeline project and the Darwin City Waterfront project. David has a degree in economics.
Campbell Darby
Executive Director Security and Government Services
Campbell joined the Department of the Chief Minister in August 2007 after a distinguished navy career. His senior staff positions have included the director responsible for all junior officers’ career management, commander sea training responsible for operational standards at sea, and captain in maritime headquarters responsible for all the RAN's fleet and aviation activities. From late 2003 until mid 2004 he commanded all Australian Forces in the Middle East area of operations from his headquarters based in Baghdad. He was Commander Northern Command, and Deputy Commander, Border Protection Command before transferring to the Naval Reserves in 2007. He was invested as a Member of the Order of Australia in 2001, and in 2005 received the award of a Distinguished Service Cross for his service in Iraq.
Dawn Ray
Parliamentary Counsel
Appointed in September 2008, Dawn has overall responsibility for Office of the Parliamentary Counsel's legislative drafting services, reprinting of legislation and maintenance of legislation databases. After admission to practise as a Barrister and Solicitor in Victoria in 1978, Dawn started legislative drafting in 1979 when she came to the Northern Territory's Department of Law. Subsequently, she was admitted to practise as a legal practitioner of the Supreme Court of the Northern Territory of Australia in 1980. Dawn's experience as parliamentary counsel includes six years with the NT, four years with the Australian Government Office of Parliamentary Counsel and about 17 years with the Office of the Queensland Parliamentary Counsel.
Jayne Gray
Director Strategic Communications
Jayne Gray has extensive experience in the marketing and communication field and has worked in a number of Northern Territory Government departments; including Health, Education and Museums and Art Galleries. Spanning some 25 years, Jayne’s experience also includes work in the private sector in both sales and tourism.
As the recipient of a number of marketing and public relations awards, including awards for the GET VET and VET Experience campaigns, the Asbestos Awareness campaign, and the Teaching in the Territory campaign, Jayne has received recognition from her peers in both the PR and marketing arenas.
Jayne is a Certified Practicing Marketer and has post graduate qualifications in public sector management and business.
Shaun Hardy
Executive Director Corporate Services
Shaun has worked in public sector agencies in the Australian Government and Northern Territory Government for over 20 years. Raised in the Northern Territory, he has previously held executive positions in the Australian Bureau of Statistics (Canberra), the Department of Parliamentary Services (Canberra) and the Power and Water Corporation. Shaun has a Masters in Public Administration and keen interests in corporate governance, strategic management and human resource management.
Julie Nicholson
Director, Cabinet Office
Julie joined the Northern Territory Government in 1982 after several years with the NT Chamber of Commerce. Her work with the Policy and Land Claim Unit in the Department of Law inspired her to undertake a Bachelor of Jurisprudence (Law and Politics). She subsequently worked in a number of senior roles in Northern Territory Public Sector agencies including Department of Community Development, Office of the Commissioner's for Public Employment, Department of Health and Community Services and Department of the Chief Minister. Julie has also worked as a senior ministerial officer and as executive officer to the Board of Inquiry into the Protection of Aboriginal Children from Sexual Abuse, which resulted in the Little Children are Sacred Report. Julie has been director of the Cabinet Office since 2001.
Zelma Collins
Director, Human Resources
Zelma joined the department in August 2006 commencing in the Cabinet Office and currently holds the position of Director, Human Resources. Zelma has more than 20 years of public sector experience in the Northern Territory and has worked in a number of roles in Northern Territory Public Sector agencies including the Department of Health and Community Services, the Department of Industries and Business and the Department of Asian Relations, Trade and Industries. Zelma has a Bachelor of Business and a Graduate Certificate in Emergency Management.
